In accordance with the California Environmental Quality Act (CEQA), the City of Calistoga Planning and Building Department has prepared an Initial Study/CEQA Checklist for the above-referenced project. The Department has determined that the proposed project as amended by the included mitigation measures will not have a significant adverse effect on the environment. Therefore, the City of Calistoga intends to adopt a Mitigated Negative Declaration for the project.

The Roman Spa Hot Springs Resort is located at 1300 Washington Street in Calistoga. The Roman Spa Hot Springs Resort currently includes 60 guest rooms and suites, parking areas, pools, offices, three apartments, a spa building, and ancillary uses and structures.
The property at 1455 First Street was originally developed in 1925 with a single-family residence located on an approximately 7,200 square foot parcel. In January 2010, the property was converted to commercial office use. The structure is now used for administrative functions associated with the spa (i.e., staff meetings and training); public admittance is not allowed.
The property at 1422 Second Street was originally developed with a single-family residence located on an approximately 7,200 square foot parcel. The 2-bedroom residential structure was constructed in 1960 and has approximately 879 square feet in floor area. The structure is currently used for a storage and maintenance facility for the resort.
The project involves the redevelopment and expansion of an existing resort by incorporating two contiguous parcels increasing the overall size of the spa. Planned improvements also include renovation of lodging units, adding suites and improving guest services. The project requires approval of a General Plan Amendment, Rezone, Preliminary/Final Development Plan, Conditional Use Permit, Design Review and Development Agreement.
