NOTICE OF AVAILABILITY AND INTENT TO ADOPT

A MITIGATED NEGATIVE DECLARATION

In accordance with the California Environmental Quality Act (CEQA), the City of Calistoga, Planning and Building Department has prepared an Initial Study/CEQA Checklist/Mitigated Negative Declaration for the above referenced project.  The Planning and Building Department has determined that the proposed project with mitigation measures will not have a significant adverse effect on the environment. The City of Calistoga intends to adopt the Mitigated Negative Declaration for the project.

 

General Project Description & Setting: The proposed project includes demolition of the existing structures onsite and redevelopment of the site to accommodate a gas station, convenience store, self-serve carwash and sit-down restaurant. The project involves construction of a 3,353 sq.ft. fuel-station and canopy with five (5) multi-product fuel dispensers (10 fuel positions total), and two 20,00 gallon underground storage tanks. Also a 3,222-square-foot convenience store is proposed to be located in the eastern portion of the project site oriented perpendicular to Foothill Boulevard (State Route 128). There are ten (10) parking spaces located along the convenience store’s frontage inclusive of one accessible parking stall. Self-service vacuum, air, water, and vehicle maintenance equipment would be installed along the convenience store’s frontage adjacent to the parking area. A 1,000 gallon above ground propane tank and dispenser is also proposed. The self-service, drive-through carwash would be located at the rear of the convenience store. The carwash would be accessed via a driveway on the adjacent to the convenience store. The 2,800-square-foot restaurant would be located in the southern portion of the project site.

On or before June 11, 2018 the Initial Study/ Mitigated Negative Declaration and Appendices will be available on the City’s website at http://www.ci.calistoga.ca.us.

 

Public Review Period:  Comments on the proposed Mitigated Negative Declaration must be received by July 11, 2018 at 5:00 p.m.  Please address comments to Kevin Thompson, Senior Planner, City of Calistoga, 1232 Washington Street, Calistoga, CA 94515.  The Planning Commission will hold a noticed public hearing on the proposed MND after the comment period has ended at the Calistoga Community Center, 1307 Washington Street, City of Calistoga, County of Napa, State of California, at which time and place additional comments will be considered.

 

Mitigation Measures: The potential adverse impacts will be mitigated to a less than significant level upon implementation of the proposed mitigation measures, as discussed under the following topical areas in the attached Initial Study:
